HDB to EC upgrade guide
For HDB owners

Plan your EC upgrade before the next launches

EC launch prices have tracked land costs closely for years. Three new ECs are expected between December 2026 and early 2027. Work out your cash and CPF before you book.

EC prices

EC prices are easier to read than private condo prices

Developers price an EC off what they paid for the land. Over the last few launches, the average launch price came in at about 2.3 to 2.5 times the land cost per square foot.

So once a site is sold, you already have a rough idea of where its launch price will land. That gives you time to plan.

2.3xLumina Grand: land at $626 psf ppr, launched at about $1,464 psf (Jan 2024)
2.5xRivelle Tampines: land at $768 psf ppr, launched at about $1,893 psf (Mar 2026)

The next three ECs

All three are in the north and north-west. At 2.3 to 2.5 times their land cost, they would point to roughly $1,600 to $1,950 psf. That is an estimate from the pattern above, not a launch price.

Good to know

These three sites were tendered before the 8 May 2026 changes, so they keep the 5-year MOP. ECs on land sold after that date have a 10-year MOP and keep 90% of units for first-timers for two years.

Unit counts and launch dates are from published reports and can change before launch. Land prices are the winning tender bids.

HDB upgraders

Holding an HDB and planning to upgrade?

An EC is one of the few ways to move from HDB to a condo without selling first. These are the rules that decide how much you need and when.

  • Stay in your flat while the EC is builtYou sell your HDB within 6 months of collecting your EC keys, so there is no need to rent in between.
  • No ABSD to pay upfrontWhen at least one buyer is a Singapore Citizen, a new EC does not need ABSD paid first, because you are already bound to sell the flat.
  • Budget for the resale levyIf your flat was bought with a subsidy, you pay a one-time levy, for example $40,000 for a 4-room or $45,000 for a 5-room.
  • Watch your HDB loanIf it is still running when you take the bank loan, the bank may lend 45% instead of 75%, and you need more cash.
